Safety

The IUEC wants every local to have a Joint Safety Committee.  Local 17 will be hosting a joint meeting with the IUEC Safety Committee and companies on March 23.  The topics to be discussed will be limited to safety issues with no contract issues.  The meetings will be Zoom-based until face-to-face meetings can be safely done.

School

There has been an increase in participation in the online mentoring sessions with Jerry and Tim compared to last semester.  Hopefully this will eliminate the possibility of fails this semester.  When an apprentice fails a semester, they are called in front of the JATC to determine what can be done to assist them in passing the class.  

The JATC realizes that this has been a difficult couple of semesters for apprentices and wants them to take full advantage of all the resources available.  A letter has been sent to all apprentices encouraging them to sign into the online mentoring sessions so they can be familiar with the system.

Work on the new school on Engle Road is continuing and the hope is to return to face-to-face instruction with the Fall semester in August.

Local

The Biden Administration has eliminated the Industry Recognized Apprenticeship Programs (IRAPS).  These were the way that non-signatory companies in the trades were able to to claim to have an apprenticeship program without signatory-quality instruction.

If you or a family member have received a letter claiming you have claimed unemployment benefits when you have not you may be a victim of fraud.  Follow the link in the letter to  report the fraud to the Ohio Department of Job and Family Services.

The Butch Lewis Act, also known as the Emergency Pension Plan Relief Act of 2021 has passed Congress and is waiting for a Presidential signature.  The Act offers financial assistance to pension plans in the red or yellow designation as defined by the Department of Labor through a new Treasury Department-backed Pension Benefit Guarantee Corporation fund sufficient to pay benefits for 30 years.  

The fund will be partially financed by an increase in the employer-paid premium on all multi-employer pension plans increasing from $31 per member per year to $52 by 2031.

The Building Trades met with Washington Capital who are financing union-built projects.  They are financing the Artisan Circle Square Apartment project at the corner of East 105th and Stokes.  The building will be 24 floors with 298 units.

Instructors Rick Myers, John Taylor and Jerry Reitz are taking part in a remote OSHA 502 renewal workshop.  This renewal allows them to continue teaching the OSHA 500 class.

Myers, Reitz along with Tim Narowitz are currently available to help the seven IUEC Local 17 apprentices eligible for the mechanics exam review the material.  Reitz and Narowitz are available for mentoring Monday and Wednesday respectively with Myers offering assistance as needed.

The February meeting was an officers-only event held in the main hall due to Covid restrictions on distancing.  The Business Agent report normally read at the meeting will be posted to the IUEC Local 17 website, iueclocal17.org, by the Monday after the meeting.  John will send an email to members on the status of future meetings as events unfold.

The officers voted to update the Local’s website.  This update will offer more options for interacting with members and the general public as well as new features and an updated look and feel.  The changes will be rolled out over the next six months.  If you have any ideas on features which would benefit the site, email the administrator at webadmin@iueclocal17.org.

The IUEC International Convention planned for San Diego will be held virtually due to the pandemic.  Those members wishing to submit resolutions to the convention are encouraged to submit them in writing to John at the hall as soon as possible.  The deadline for all locals to submit resolutions is May 3, 2021. 

Even thought he St. Patrick’s Day Parade was cancelled for the second year in a row, there is a possibility the golf outing can take place this year.   Watch this space and the website for updates.

March ’21 Elevator Constructor

Brothers and Sisters:

By the time this reaches your mailbox, it will have been one year since the World Health Organization gave a name to the novel coronavirus and declared a pandemic.  The convolutions the world has been thrown into since then need no review.  On anniversaries of major personal or societal events, it is often helpful to take stock of where you were then and your position now.  

When we look to the past it often with an emotional magnifying glass.  The events are amplified by the emotions locked into that moment. 

Painful and joyous alike are recalled in how we felt at a particular moment and this becomes the prism with which we review those events.  

Perhaps this is why it is so easy to romanticize our personal or collective past.  Whether it is a season in our life like high school or event like a vacation, wedding, birth or death these events define us as individuals as surely as the Kennedy assassination, September 11, the Challenger and Columbia loses and the Capitol Insurrection define our collective identity.

These moments define us but even the good memories become destructive when we they restrain us from moving forward with our lives.  We become like a dog tied to a stake barking at cars running by us until we wear a path in the grass, a path to nowhere.

The problem with locking into these events, moments and seasons is we live our lives forward not backward.  You cannot drive a car forward by staring into the review mirror, you must look through the windshield.  The answers to where you are going are looking forward in the windshield, not the rear view mirror.  The mirrors give you a sense of where you were and what is coming up from behind and act as a touchstone but, will not warn you of the obstacles or allow the appreciation of the beauty lying ahead.

Live life looking forward.  It is a beautiful view.  Don’t miss it.

The Local 17 apprenticeship program is remaining virtual for the Spring Semester and all apprentices registered started their studies January 18. 

Seven Local 17 apprentices are eligible for the Mechanics Exam. The Prometrics window for taking the exam runs February 8 through May 9.  Rick Myers is willing to donate his time to assist apprentices preparing for the exam along with mentoring from Jerry Reitz and Tim Narowitz.  The mentoring is available after registering for the review class on the NEIEP website.

If you hold a scaffolding certificate card and are in need of renewal, the Scaffolding and Access Industry Association (SAIA) is allowing online renewals of current certificates.  This does not apply to new certificates or instructor renewals.  For more information on this or any other continuing education opportunities access the NEIEP website (neiep.org) or contact Business Manager John Driscoll Jr. at 216-431-8088 or email him at JEDriscoll@iueclocal17.org.

Work in Local 17 has been strong through the past year as all companies have sought to keep those on their payrolls working.  There is talk that there may be a slowdown coming the near future.  There are four mechanics from Houston currently working for Schindler on the MetroHealth job and several Local 45 (Akron) members in the Cleveland jurisdiction.  If there is a slow down in work, Local 17 will have to make changes to keep as many members working as possible.  Article XXII of the Standard Agreement says mechanics can stay on a job until completion.

Business Manager Report for February 2021

SCHOOL

We are in the fourth week of the spring semester and the due date report shows that all of our apprentices are on track. Our Area Coordinator gave Local 17 kudos for being up to date on unit exams, OJL reporting and approval from the companies.

All unit exams for the Spring semester need to be completed by Friday May 14, 2021 at 11:59pm and Final exams will be made available starting Monday May !7, 2021. Further final exam instructions will follow

A reminder to the apprentices that they need to stay on top of their OJL hours and have them entered before the 10th of the month. NEIEP has reactivated the cutoff system. You must have January’s hours entered by February 10.  Moving forward, all OJL hours must be recorded by the 10th of the month.

We have seven apprentices that are mechanic test eligible, Rick Myers is helping them review and  five of the seven have signed up for the CE025 review course that gives them access to both Monday with Jerry and Wednesday with Tim mentoring sessions. I strongly encourage the other two to take advantage of this.

We have three instructors (Rick Myers, John Taylor and Jerry Reitz) taking part in a remote OSHA 502 renewal workshop and I was told that this could be offered to our other instructors in the near future.

LOCAL

l’m sure we are all aware that the St Patricks Day Parade has been cancelled, the parade is funded by donations in part by buying the Shamrock pins. The parade committee is offering pins this year to help sponsor future parades.

The International made the announcement that the Convention will be held virtually this year. That being said we can begin sending in resolutions.  Resolutions have to be submitted by May 3, 2021.  If you have a resolution in mind of something you would like changed or added to our CBA, put it in writing and email it to JEDriscoll@iueclocal17.org or drop it off at the hall at 3250 Euclid Avenue.  

The Local 17 By-Law committee will go over all resolutions and combine any that are on the same topic and review all others to make sure we understand your message and possibly help with some rewording if necessary.

Schindler’s annuity issue should have been corrected by this weeks pay stub. All Schindler employees make sure to check your stubs.  

I also sent an email out about 401(k) contributions at Schindler, I spoke to one member and was told that some how his contribution rate was changed, double check that and let me know if you see any issues.

The 14 day COVID Quarantine weekly income is available until May 31, 2021. And you are able to use it more than once if needed.

We will leave the decision up to the Executive Board on whether to have in person union meetings.

All apprentices currently enrolled in the NEEP program began their instruction in 800 and 200 on January 18. Classes are once again being offered online. Brothers Jerry Reitz and Tim Narowitz are available to help those taking the virtual classes.

Seven Local 17 apprentices are eligible for the Mechanics Exam. Their window to take the exam is from February 8 through May 9.

Rick Myers will again be volunteering his time to assist apprentices with the review class. Along with Rick, Jerry and Tim who will be available for mentoring once the applicant enrolls in CE025. Applicants are strongly encouraged to take full advantage of the guidance opportunities available for the exam.

The Scaffold and Access Industry Association (SAIA) is allowing those currently holding scaffolding cards to renew them online. This does not apply to instructor renewals or new certifications. If you are in need of renewal, contact John at the hall for further information on how to apply.

IUEC Local 17 has multiple members quarantined due to COVID or COVID exposure over the last several months. The IUEC offers a 14-day quarantine income during the time a member is off. For more information go to iuec.org and search COVID resources for the links to the International offerings.

Work for the elevator constructors is currently strong with several major projects underway. There are currently four mechanics from Houston working on the MetroHealth project going up on the main campus as well as several members of Local 45 (Akron) in the jurisdiction.

There is a concern for a downturn in the trades as the initial ripple effects of the shutdowns across America reach to projects where funding would have been available and breaking ground in the coming year. This concern may not be unfounded as the initial effects of the 2008 meltdown hit the trades in 2010 but did not fully pass until the 2016 timeframe when pent-up demand drove our current work situation.

A wise approach heading forward is to monitor your personal financial situation and be ready to make adjustments as needed to weather any storm heading our way. NEIEP offers a personal financial planning continuing educational class through its website, neiep.org. Login with your ID and search out the continuing education courses to signup.

February ’21 Elevator Constructor

Brothers and Sisters:

At the December special meeting, all officers were elected on a white ballot including Brother Chris Sipos who takes over the Conductor post from Brother Lucas Janke.  An election was held for three delegates to the 2021 International Convention currently scheduled to be hosted in San Diego.  Brothers Bill Lynsky, Tim Narowitz and John Patton will join Business Manager John Driscoll Jr in representing Local 17 at the event. 

All eleven apprentices eligible for the Mechanics Exam passed.  Congratulations to Brian Bond, Matt Carlton, Bob Connelly, Felix DeJesus, Matt Herbold, Dave Horner, Pat Kelly, Andrea Rodriguez, Ernie Rodriguez, John Smith, and Dan Varga.  There are an additional eight apprentices eligible for the exam once they pass their last finals.

There are currently 20 apprentices in the Local 17 NEIEP program.  There will be two classes with those who passed 700 moving into 800 and those from 600 moving into 200.

With the start of the new year, this is a good time to reassess your personal and financial goals.  When doing these assessments do not overlook the beneficiary of your insurance policy through the Local.  This is an important designation in the event of your passing especially if you have not made one, are recently married, divorced or had a child.  You can contact John at 216-431-8088 or email him at JEDriscoll@iueclocal17.org for further information.

January ’21 Labor-Citizen

Brothers and Sisters:

Happy New Year to everyone in the trades.  We have all been working through an extraordinary time in our collective history and all have stories to tell.  The trades in Cleveland have been fortunate versus those in other areas or states.  Our jobs were considered essential and many of us lost no or very little time during this year.  Keep in mind those of your friends, family, Brothers and Sisters who lost loved ones and were denied the opportunity to hold them before they passed.  The voids left in their souls are hard to fill but, the passage of time will eventually give comfort and dull the sharp ache of loss.  Peace comes in time.

Congratulations to Brothers and Sister  Brian Bond, Matt Carlton, Bob Connelly, Felix DeJesus, Matt Herbold, Dave Horner, Pat Kelly, Andrea Rodriguez, Ernie Rodriguez, John Smith, and Dan Varga on passing the Mechanics Exam and receiving their journeyman card..  There are an additional eight apprentices eligible for the exam once they pass their last finals.

IUEC Local 17 has 20 apprentices still engaged in the educational program.  Those apprentices who finished 700 will advance to 800 and those from 600 will now be in 200.

The December mandatory meeting featured voting for the Local delegates to the International convention scheduled for August in San Diego.  Brothers Bill Lynsky, Tim Narowitz and John Patton with accompany Business Manager John Driscoll, Jr. as delegates.  Due to COVID, it is unclear at this time whether the convention will be in person, virtual or some mixture of the two.

The Cleveland City Planning Commission  gave approval to several projects that will keep constructors working for a long time.  One is an eleven-story, 207 unit apartment building above the Cleveland Library MLK branch that is called Library lofts.  The second is a 24-story, 250 foot tall apartment building planned with 289 units.  The building will sit at the corner of East 106th and Chester and will dwarf One University Circle by fifteen feet.

If you are on a job that requires a flu shot prior to entry, know that receiving one is a personal preference.  The situation falls under the same requirements as background checks or mandatory drug testing.  The company has to first look for volunteers with no discharge, disciple or layoff due to refusal.  The company may, however, layoff an employee if there is insufficient work.  Check with your doctor about possible reactions to the shot if you are being asked to take one.

January ’21 Elevator Constructor

Happy New Year!  Raise your hand if you’re sad to see 2020 go?  I didn’t think so.  Here’s what’s going on in Local 17…

As of this writing work in Cleveland is strong with Schindler holding the lions share of new construction and modernization.  The other majors are holding their own and keeping as many employed as possible.  

Congratulations go out to Brothers Matt Carlton and Felix DeJesus and Sister Andrea Rodriguez for passing their Mechanics Exam.  This is that only unbiased evaluation of your knowledge as an elevator constructor you will every have.  Congratulations on your achievement and good luck to the remaining eight apprentices awaiting the exam.  

The Local 17 School Board has asked NEIEP to extend their apprentice list through September 2021.  The extension request is due to the ongoing pandemic.  During the time this list has been active, 12 new apprentices have started work in Local 17.

The Elevator Licensing Bill is once again making its way through the state legislature and is coming up for a committee vote.  If it passes out of the committee it will have to pass the State House and Senate before going to the Governor for his signature.  The bill would require the licensing of elevator constructors in the State of Ohio in a similar way that other trades are regulated by the state. 

The Children’s Christmas Party normally scheduled for the second Saturday of December was cancelled due to COVID-19.  

As of this writing the United Irish Society of Greater Cleveland, the sponsors of the annual Cleveland St. Patrick’s Day Parade, are planning for the return of the event for 2021.  Local 17 is slated to march if the event is held

It was reported at the November meeting that the Local had as of that time five members off work for COVID or COVID-related exposure.  All members are encouraged to use masking, social distancing and hand washing as preventive measures as well as limiting exposure to others in group gatherings.

At the November nominations meeting, five members were nominated to attend the IUEC International Convention in San Diego this August.  The election will be held at the December meeting but, as of this writing it is questionable whether an in person gathering will be allowed by Laborers 310 whose hall we use for meetings.  All other officers were nominated without opposition except Conductor where Brother Al Jerson stepped aside in favor of Brother Chris Sipos.  

The 2021 wage rate sheets are out and available from Business Manager John Driscoll Jr by contacting him at the hall at 216-431-8088 or emailing him at JEDriscoll@iueclocal17.org.  A mechanic will see a $1.76 raise in the check which is a 3.28% increase in our total package.

December ’20 Labor-Citizen

Congratulations go out to Brothers Matt Carlton and Felix DeJesus and Sister Andrea Rodriguez for passing their Mechanics Exam.  Good luck to the remaining eight apprentices awaiting the exam.

December 11 is the final day apprentices will have access to their unit exams through NEIEP’s distance learning portal.  Those who do not complete their exams with a passing grade will not be eligible to take their final exam the following week.  Apprentices must also have all their OJT hours submitted on time to continue to remain eligible to continue in the program.

The Local 17 School Board has asked NEIEP to extend their apprentice list through September 2021.  The extension request is due to the ongoing pandemic.  During the time this list has been active, 12 new apprentices have started work in Local 17.

The Elevator Licensing Bill is once again making its way through the state legislature and is coming up for a committee vote.  If it passes out of the committee it will have to pass the State House and Senate before going to the Governor for his signature.  The bill would require the licensing of elevator constructors in the State of Ohio in a similar way that other trades are regulated by the state. 

The Children’s Christmas Party normally scheduled for the second Saturday of December has been cancelled due to COVID-19.

As of this writing the United Irish Society of Greater Cleveland, the sponsors of the annual Cleveland St. Patrick’s Day Parade, are planning for the return of the event for 2021.  IUEC Local 17 is slated to march if the event is held.

There’s a lot going on so let’s get to it…

For the first time since the announcement of the pandemic by the World Health Organization, Local 17 held a members meeting at the hall October 9.  Seating was spread out in accordance with CDC recommendations and face masks were mandatory.    This was also the first opportunity to swear in probationary apprentices and five new brothers took advantage of it.  Four of them had been previously sworn in at Executive Board meetings.

By the time the reaches your mailbox at the beginning of December the fall semester will be drawing to a close.  All apprentices should be working on the last few units of their modules and preparing for the final exams.  Do not fall behind on this work.  

Advancement in the trade depends on the timely completion of school work.  Given the special nature of the pandemic restrictions, this may be especially hard on those who learn best from in-person or hands-on instruction.  Keep working hard and ask questions of your mechanic and instructors.  There are many in the trade who are more than willing to share their knowledge.

The Trustees of the Elevator Constructors 401(k) and annuity plan have extended the COVID-19 distributions through December 15.

The December 13, 2020 and January 8, 2021 meetings are mandatory meetings for the election and installation of officers.  Fines will be levied for non-attendance.
